$30 billion fighter jet deal with Saudi Arabia to bring thousands of jobs to St. Louis

HAZELWOOD, Mo. (KMOV) ? It will be a very happy New Year for Boeing workers in St. Louis as Saudi Arabia has signed a nearly $30 billion deal for St. Louis-made fighter jets.

The contract calls for 84 new F-15 fighter jets and upgrades to 70 more.

Boeing says the agreement between the United States and Saudi Arabia will create and sustain more than 50,000 jobs through the end of the decade. It will help families for years, and will be a huge boost for St. Louis.

Congressman Russ Carnahan says the jobs will be high paying ones that will help people long-term.

The federal government said it believes the sale of the jets will help to stabilize and build relationships in the Middle East. ?

Samoa skips Friday in leap across date line

The weekend came sooner than usual for the tiny South Pacific island nation of Samoa.

When the clock struck midnight Thursday, the country skipped over Friday and moved 24 hours ahead ? straight into Saturday, Dec. 31.

Samoans gathered around a main clock tower in the capital of Apia for the historic moment, applauding in celebration as the midnight hour struck to the wail of sirens and burst of fireworks. Drivers circled the clock tower blaring their horns, and prayer services were held across the country.

Samoa aimed to align its time zone with key trading partners in the Asia-Pacific region by shifting west of the international date line.

Related: This week, Samoa will skip Friday

The time jump means that Samoa's 186,000 citizens, and the 1,500 in the three-atoll United Nations dependency of Tokelau, which also shifted, will now be the first in the world to ring in the new year, rather than the last.

The date line dance came 119 years after U.S. traders persuaded local Samoans to align their islands' time with nearby U.S.-controlled American Samoa and the U.S. to assist their trading with California.

But the time zone put Samoa and Tokelau nearly a full day behind neighboring Australia and New Zealand, which are increasingly important trading partners.

In June, the Samoan government passed a law to move Samoa west of the international date line, which separates one calendar day from the next and runs roughly north-to-south through the middle of the Pacific Ocean. Under a government decree, all those scheduled to work on the nonexistent Friday will be given full pay for the missed day of labor.

In addition to the economic advantages, the time jump is also expected to make the everyday rituals of family life a little more pleasant. Like many small Pacific island states, more of Samoa's people live permanently in other countries. About 180,000 Samoans live in New Zealand and 15,000 in Australia. The date line switch means that families split between the island nation and Australia or New Zealand can now celebrate important events such as birthdays at the same time.

"We've got to remember that over 90 percent of our people emigrate to New Zealand and Australia. That's why it is absolutely vital to make this change," Prime Minister Tuila'epa Sailele Malielegaoi told The Associated Press just hours before the country catapulted into the future.

Video: Island nation of Samoa skips Friday (on this page)

Officials have begun work on changing maps, charts and atlases to reflect Samoa's new date line position. A postage stamp, featuring the phrase "into the future," has also been created to mark the switch.

Although generally embraced by most Samoans, the date change wasn't expected to happen without a few little glitches. Digicel, the most popular mobile phone service provider in Samoa, said the company would have to update its systems immediately after the time jump, leaving phone service dead for about 15 minutes.

"The interruption will only take a few minutes so we can adjust our system," CEO Pepe Fiaailetoa Fruean said. "So I would like to inform all of our customers to have alternative communication means available in case of an emergency."

Being a day behind the rest of the Asia-Pacific region has meant that when it's dawn Sunday in Samoa, it's already dawn Monday in adjacent Tonga and nearly dawn Monday in nearby New Zealand and Australia, as well as prominent east Asian trade partners such as China.

The original shift to the east side of the line was made in 1892, when Samoa celebrated July 4 twice, giving a nod to Independence Day in the U.S.

The date line drawn by mapmakers is not mandated by any international body. By tradition, it runs roughly through the 180-degree line of longitude, but it zigzags to accommodate the choices of Pacific nations on how to align their calendars.

U.S. citizen goes on trial in Iran on spying charges (Reuters)

TEHRAN (Reuters) ? An American man of Iranian descent, accused by Iran of spying for the U.S. Central Intelligence Agency, went on trial in Tehran on Tuesday, the semi-official Fars news agency reported.

Iranian authorities announced Amir Mirza Hekmati's arrest earlier this month. State television has shown a taped interview with him in which Hekmati said he was a CIA agent.

"In the indictment (read in court), Hekmati was charged with cooperating with the hostile government of America as well as spying for the CIA," Fars reported.

It said the indictment was based on information provided by Iran's intelligence ministry as well as Hekmati's own confession.

In court on Tuesday, Hekmati confessed to having links with the CIA but said he had no intention to harm Iran.

"I was deceived by the CIA ... Although I was appointed to break into Iran's intelligence systems and act as a new source for the CIA, I had no intention of undermining the country," Fars quoted Hekmati as saying.

Later Hekmati's lawyer presented his defense and criticized the indictment but that was rejected by the prosecutor.

Iran's Intelligence Ministry has said Hekmati had received training at U.S. bases in neighboring Afghanistan and Iraq.

On Tuesday U.S. State Department spokesman Mark Toner said Washington was aware of news reports indicating that Hekmati's trial had started and again urged Tehran to release him immediately.

He said that Switzerland, which represents U.S. interests in Iran in the absence of formal diplomatic ties between the two countries, had formally requested permission for consular access to Hekmati on December 24 but that Iran had again refused.

Iran said in May it had arrested 30 people on suspicion of spying for the United States and later 15 people were indicted for spying for Washington and Israel. Spying in Iran can be punishable by death.

The United States is leading efforts to tighten sanctions on Iran which it accuses of seeking nuclear weapons, a charge Tehran denies. Washington and Israel say they do not rule out making military strikes on Iran's nuclear sites if diplomacy fails.

Nancy Pelosi Is Spending Her Christmas In A ... - Business Insider

The House Minority leader is likely having a better vacation than you are.

According to the Hawaii Reporter (via Drudge), Nancy Pelosi is spending her Christmas at the Four Seasons Resort Hualalai at Historic Ka'upulehu on Hawaii. And this has become something of a tradition for her. For the last two years, she has reportedly stayed in the resort's $10,000-a-night suite.

So in case you think the Democrats will escape the pain of the Millionaire's Tax they're advocating, rest assured--this one, at least, will be eating her own dog food.

(And she's also providing her own personal stimulus!)

Here's a description of the resort:

?Gloriously revitalised, this natural tropical paradise offers more than ever to explore ? with a newly expanded Spa, beachfront dining, fashion boutiques and new Deluxe Suites, in addition to Jack Nicklaus signature golf. Set on the Big Island?s exclusive Kona-Kohala Coast, this showpiece resort captures the essence of Hawaiian design, culture and tradition.?

    And here are some pics:

Shame on vandals shooting out windows

Quite frankly, we utterly fail to understand the attraction of using BB guns to shoot up glass objects -- apartment and car windows, as was the case Saturday night on W. Kiowa Avenue in Fort Morgan.

Or perhaps we understand the motivation a bit too well.

Those apartments contain a significant percentage of African refugees.

There was a similar incident on State Street, and there are some refugees in that area.

Police are investigating the possibility that the crimes were aimed at members of the refugee community.

These incidents are a slap in the face -- or more accurately, a stab in the back -- of efforts by such organizations as OneMorgan County to help refugees adjust to their new community and their community adjust to them.

Those who commit such crimes are cowards of the worst sort, carrying out anonymous, malicious attacks under cover of darkness, then fading away into the night and hiding themselves.

Anyone so bored that they feel the need to shoot BBs into windows as a means to getting a thrill has to be extremely jaded.

And anyone who expresses his discontent with a segment of the population by resorting to clandestine acts of vandalism has to be extremely warped and cowardly.

While these may be the only acts targeting our refugee neighbors, they are far from the only criminal acts around our area in recent days.

Several Brush businesses were the targets of attempted burglaries , vandals have hit some area mailboxes and Fort Morgan police are still looking for a woman who passed a note to a clerk at a downtown business claiming to have a gun and fled with some cash.

Looks like some Grinches are trying to steal Christmas in our Whoville.

It would behoove all of us to be extra alert, keeping an eye on not only our possessions and personal safety but on the possessions and safety of our neighbors.

There are many temptations out there for those of questionable character -- light displays, cars loaded with gifts and homes full of gifts, televisions and other assorted electronics and the like.

We should keep our eyes peeled to make us and our neighbors as safe as possible from those who would express their hate and/or greed in criminal manners.

Kanye West's G.O.O.D. Music Album 'Almost Done'

Big Sean tells MTV News that 2012 will also bring his F.F.O.E. (Finally Famous Over Everything) mixtape and sophomore album.

The ball hasn't even dropped yet, but 2012 is already looking to be a pretty good year for hip-hop thanks to planned releases from Kanye West and his G.O.O.D. Music clan.

"We're gonna do the G.O.O.D. Music album first; we been working on that," Big Sean told MTV News a few weeks ago on the set of Wale's "Slight Work" video in California. "So, me, Kanye, Cudi, CyHi, John Legend, Common, Pusha T, everybody on G.O.O.D., Mr Hudson: We're all working on a new project; it's almost done. We're going to London to finish it up and do the last part of it and working on my album at the same time with 'Ye and everybody."

Last week just before Christmas, Kanye gave fans across the pond a sneak preview of his label compilation when he DJed at holiday party at LeBaron London. Not only did Yeezy spin G.O.O.D. Music tracks, he also played beats from his upcoming sixth solo album, according to a report on Rap-Up. Maybe New Year's party-goers will get a taste too, since Kanye tweeted that he'd like to bring in 2012 on the 1s and 2s as well. "I kinda wanna DJ somewhere this New Years," he wrote Tuesday night.

Big Sean estimates that the G.O.O.D. Music album will drop in the spring, and after that, in the summer of 2012, he will be ready to deliver his sophomore album. Before that though, the Detroit MC promises to release a mixtape. Despite his major-label success in 2011, Sean recognizes that it was his mixtape grind that finally made him famous. "I'm sticking to that," he said. "I got the new F.F.O.E. mixtape, Finally Famous Over Everything, coming, new G.O.O.D. Music album, the next Finally Famous album, so we going hard."

Which project are you most looking forward to: the G.O.O.D. Music album, Big Sean's F.F.O.E. mixtape or Sean's sophomore LP? Tell us in the comments!

Paw Pree, once refugee from Myanmar, is now lifeline for others: Community Heroes 2011

CLEVELAND, Ohio -- At age 16, Paw Pree was separated from her family and on the run, fleeing an oppressive military regime in her homeland, Burma.

A member of the minority Karen tribe, Pree joined 15 other runaways and worked her way through jungles and safe houses, eventually finding shelter in a refugee camp in Thailand, where she lived for seven years.

Now she lives in a Lakewood apartment, attends Cuyahoga Community College, plans to go to nursing school and works as a social worker at Asian Services in Action.

Because of her language skills -- she speaks Thai, Burmese, English and her native tongue, Karen -- and her commitment to helping people, Pree is a lifeline for other Southeast Asian refugees being resettled in the Cleveland area.

"I love working with people," Pree, 25, said in a recent interview. "As a Christian, Jesus is my role model. He helped and cured a lot of people."

Between 400 and 500 refugees, Muslims and Christians, from Burma (now known as Myanmar) are living in Greater Cleveland, Pree said. "I'm the one who can talk to them," she said. "I'm their voice."

But she is more than just an interpreter. And she helps non-Asians as well, mentoring preschool to high school kids through an Asian Services program.

"She might get a call at 2 a.m. from someone saying, 'I'm in the hospital,' and she will go there," said her supervisor, Kitty Leung. "People generally rely on her a lot."

While living in the camp, Pree studied English and was an outreach worker for the American Refugee Committee, which was providing services there and working to resettle the more than 4,000 residents of the camp.

Year after year, Pree hoped to get free, but she knew that those who got out usually had family or political connections in the Western world.

It was a sad life, she said, watching people come and go and checking a board every day to see whether her name was posted for a departure, only to be let down over and over again.

"I felt no hope, no future living in the camp," she said. "You live to die."

Finally, in 2008, Pree saw her name posted. "I was so happy," she said. "I ran to my supervisor and said, 'I found my name. I'm going to be leaving you soon.' "

Thirty minutes later, she said, she was told she was going to Cleveland. "I said, 'Where's Cleveland? Do you have a map?' "

    More heroes

Every year The Plain Dealer highlights people in Greater Cleveland who saw a need and stepped up to answer it -- sometimes risking injury to save lives, sometimes risking time and effort to make a change in the community. Here are the heroes of the past three years and a link to all of this year's stories.

Two days later -- July 16, 2008 -- she landed in Cleveland. "I'm all by myself all the way," she said. "I don't even know who's going to pick me up."

A person from Catholic Charities met her at the airport and shuttled her to a new life in a strange new world.

"You have to have hope," Pree said. "And be willing to work hard."

Pree, who has two brothers and one sister, has not seen her family since she fled her homeland. And her father and mother, rice farmers, have no phone.

When she got to Cleveland, it was arranged for her to call her mother who had to walk an hour and a half to a phone.

But Pree didn't want to say too much in their conversation because she believed the phones could be tapped and her family fears the majority's regime.

"I said, 'Hi mom,' " Pree said, recalling her first contact with her mother in seven years. "She was quiet. I said, 'Are you there?' "

Pree said she deeply misses her family, but her faith, she said, tempers the pain of separation.

"Even if we don't see each other one more time," she said. "We have hope that we will see each other in Heaven."

In swing Ohio, Gingrich gaining the "not-Romneys"

(AP) ? For "Anybody but Romney" Republicans in a key conservative region of Ohio, Newt Gingrich has been picking up support as an alternative to the former Massachusetts governor.

The former House speaker has moved to the top in recent polling in Ohio, just as Republican presidential candidates prepare for the Jan. 3 caucuses in Iowa, followed closely by the New Hampshire and South Carolina primaries. Ohio's presidential primary is scheduled for March 6, one of the biggest prizes for Republicans among about a dozen states voting on "Super Tuesday."

Mitt Romney hasn't excited some of the party's staunchest conservatives for reasons that include his past support of abortion rights and enactment of a Massachusetts health care plan that's often compared to President Barack Obama's overhaul.

Some conservatives had flirted with supporting Herman Cain, drawn to his business background and unconventional campaign style. But Cain suspended his campaign this month following allegations of inappropriate sexual behavior and a longtime extramarital affair. Cain's decision and Gingrich's performance in nationally televised debates helped some make up their minds.

"He's sold me," said Dan Keith, 61, of Hamilton. Keith and his wife, Pat, said they are convinced that Gingrich has the experience and savvy to be strong against Obama. "I can't see anybody else coming onto the scene that we would go to."

The Keiths said they were undecided when first interviewed three months ago.

"I think before, people liked the other candidates because they were an alternative to Romney. But I'm hearing more people who like Gingrich as Gingrich," said Bill Langdon, co-owner of the Grand Ole Pub, a popular gathering spot for Republican partisans in West Chester. Langdon had been interested in Cain, but doubted whether Cain could win the presidential nomination.

Gingrich is now his choice. "He's the guy they think can go toe-to-toe with the president," Langdon said.

Sandra Arno, of nearby Springdale, turned out for Cain's visit to West Chester in November and liked what she heard. She was deciding between him and Gingrich before Cain stopped campaigning, and most recently was leaning toward the former speaker.

"I think they're both very intelligent, and I think Newt will be good as the candidate," Arno said.

Republican-dominated suburbs like this one ? home of House Speaker John Boehner ? just north of Cincinnati provide a stronghold of votes in a state that no GOP nominee has ever reached the White House without winning. Their enthusiastic turnout to vote for George W. Bush by 2-to-1 margins in 2004 is credited with delivering Ohio to clinch his re-election. It's important for the Republican nominee to be able to attract big numbers in GOP-oriented suburban and rural regions to offset Democratic urban bastions led by Cleveland.

Ohio could be more crucial to Gingrich than some of his rivals because the former House speaker failed to qualify for Virginia's primary ballot. Gingrich's campaign has said he will pursue an aggressive write-in campaign in Virginia, although state law prohibits write-ins on primary ballots.

The state party said over the weekend that both Gingrich and Texas Gov. Rick Perry had failed to submit the required 10,000 signatures to appear on the March 6 ballot. Failing to get on the ballot in Virginia, where Gingrich lives, underscores the difficulty first-time national candidates have in preparing for the long haul of a presidential campaign.

In Ohio, a series of Quinnipiac University polls tracked Gingrich's rise from low single-digits to 36 percent between September and early December. Cain had fallen to 7 percent after leading the pack at 28 percent in October. The sexual harassment allegations against Cain surfaced in late October.

Lori Viars, a conservative activist and anti-abortion leader in Lebanon, predicted that a Romney nomination would keep some Christian evangelicals on the sidelines in November because of concern about his previous positions on issues, led by abortion. Some in her crowd ? Viars is among them ? might also hesitate over Gingrich's personal history, which includes two divorces and acknowledged marital infidelity.

"Newt makes a lot of sense," Viars said. "But everyone makes mistakes, and he certainly is right on a lot of issues."

Several of those who have come around to Gingrich say they're not put off by his personal past.

"Would I want him as marriage counselor? No," said Keith. "But that's not what we're electing."

Keith's wife thinks Gingrich's candidacy is on firmer ground because he's already undergone years of scrutiny.

"They've already raked him over the coals pretty good," Pat Keith said.

Other Republican activists say it's still too soon to pick a candidate in a state where there has been little campaigning, and with the GOP field likely to be smaller by the time of Ohio's primary in March.

This region of Ohio is home to some of the nation's first tea party groups, and a number of activists are loyal to Texas Rep. Ron Paul, who has attracted a band of followers with libertarian-minded calls to bring home U.S. troops and keep the government out of personal decisions.

Cincinnati tea party leader Mike Wilson, though, is "watching and waiting."

Wilson's favorite candidate was Tim Pawlenty, the former Minnesota governor who dropped out in August. Wilson doesn't share the worry about Romney becoming the nominee. He also said a respectable Iowa finish by Minnesota Rep. Michele Bachmann or Texas Gov. Rick Perry could give either of those conservative favorites some traction heading into the contests that follow.

Wilson said Romney can defeat Obama and would work with a Republican-controlled House, should it stay in GOP hands.

"I think we know who the ultimate opponent is ? Barack Obama," Wilson said. "With John Boehner as speaker, I think Romney will sign a lot of Republican legislation over the next four years."

Chicago Pride organizers agree to move parade time

Organizers with Chicago's annual gay pride parade have agreed to a later start time after one of Chicago's oldest Roman Catholic churches objected to a newly-proposed route they claimed would block access to Sunday Masses.

Our Lady of Mt. Carmel Church leaders said the new route ? which would go by the church for the first time ? would draw massive crowds and block the church's entrance.

The parade attracted 800,000 people last year. It's held the last Sunday in June and usually starts in the morning.

In a statement late Wednesday, parade organizer Richard Pfeiffer said a noon start will accommodate services

A new route was proposed this year following longstanding concerns about crowds, drinking and transportation access. Our Lady officials circulated petitions calling to change the route again.

The larger issue of the Manning case (Politico)

After 19 months in military prisons ? much of the time in solitary confinement ? Pfc. Bradley Manning finally emerged over the past week from the netherworld to which he has been confined since his arrest in the largest breach of classified information in U.S. history.

Seven days of hearings at Fort Meade, Md., produced what the prosecution called ?overwhelming? evidence that the low-ranking Army intelligence analyst was the one who sent hundreds of thousands of military reports and diplomatic cables to the transparency website WikiLeaks.

But the hearing also produced equally compelling evidence of the larger issue that is often overlooked in discussions of Manning?s alleged misdeeds: the systematic breakdown in security that enabled a low-ranking enlisted man to abscond with a staggering quantity of classified Pentagon and State Department documents.

Manning?s facing prosecution because ?he?s the one that pushed send and the other guys didn?t,? said John Hutson, a retired rear admiral and former judge advocate general of the Navy.

But, Hutson said, that doesn?t mean Manning is the only one deserving of blame for what happened.

?You can tell by his uniform he?s the juniorest guy in the office. There?s this whole hierarchy of people above him, many, many of whom ? failed in one respect or another. They failed in their responsibilities,? Hutson said.

Despite a series of violent outbursts and other indications he was in serious mental distress, Manning?s security clearance wasn?t suspended until he was arrested in May of last year. Some soldiers had long thought he was a threat to himself and others. At least one believed Manning had lunged for a weapon during a fight with another soldier.

Yet Manning was allowed to spend about six months in a purportedly secure intelligence center in eastern Iraq with routine access to classified information ? the same center where he sometimes sat at his computer or curled up on the floor, unresponsive to other soldiers.

And the fact that a junior soldier was downloading 700,000 reports, most of them classified, didn?t seem to set off any alarms. Nor were there any questions at the time about why an analyst in Iraq needed vast numbers of military reports from Afghanistan, diplomatic cables about Iceland or assessments of detainees at Guantanamo Bay.

Security was so lax that anyone with access to the classified network could burn reams of ?secret? data to a CD and simply walk out the door.

House Intelligence Committee Chairman Mike Rogers said the episode was in some ways a predictable outcome of the rush after the Sept. 11 attacks to share intelligence across the government and to push intelligence to the front lines in Afghanistan and Iraq.

?Everybody was on the bandwagon of sharing information with everybody,? the Michigan Republican told POLITICO. ?You?re in a very fast-paced combat environment trying to ensure the warfighter up front had all the information available. ? Mistakes were clearly made but in a context where people were trying to share information as quickly as possible, this is what happens. When you get someone who goes off the rails, they can do something like this.?

One former senior military official said it?s a bit odd that Manning is the only person on the hook if the damage caused by WikiLeaks was as severe as some have said.

?When you listen to people across the government, ? you would think this [leak] was causing the world to spin off its axis,? said the official, who asked not to be named. ?If that is true, why don?t we then hold people accountable further up the chain??

While Manning is clearly facing the most serious punishment, others involved have not escaped unscathed.

After Manning?s arrest and as the criminal investigation of his conduct continued, the Army launched a probe into the shortcomings in personnel and security procedures. The probe by Lt. Gen Robert Caslen, concluded earlier this year, led to 15 people being disciplined, according to Army spokesman George Wright.

Oracle's miss sparks Wall St fears of spending cuts (Reuters)

(Reuters) ? Oracle Corp shares fell 14 percent on Wednesday, a day after its results fell short of expectations, dragging down the tech sector as investors feared the rare miss was a sign corporate America may be pulling back on tech spending.

Troubles at the No. 3 software maker follow profit warnings from big tech names including Hewlett-Packard Co, Intel Corp and Texas Instruments Inc. The warnings were not limited to Silicon Valley, with U.S. industrial conglomerate Emerson Electric Co reporting a drop in orders for equipment used in big data centers.

"With all the fear about Europe, and the fact that Oracle had beaten for the previous four quarters ... makes you take a step back," said Daniel Morgan, a portfolio manager at Synovus Securities in Atlanta. "Is this a preliminary example of what we could expect in January from Microsoft and other players? It raises an eyebrow that things may not be as hunky dory as we've been led to believe in terms of IT spending."

Given that Oracle's results were for a quarter that ended in November, they could signal trouble at peers whose quarters end in December, such as SAP AG and Microsoft Corp, investors reasoned.

"The majority of deals in the fourth quarter are traditionally closed in the last two weeks of the quarter, so the delay of Oracle's deals is a negative cross read for SAP," Silvia Quandt analyst Michael Busse said.

A slowing in tech spending would be a troubling sign for the U.S. economy, which has had few bright spots in recent years.

"Since the technical end of the recession (in June 2009) we've been seeing double-digit growth in investment in technology. If Oracle is the canary in the coalmine, that would be something to worry about," said Michael Goodman, director of economic and public policy research at the University of Massachusetts at Dartmouth.

But the decline could also reflect corporate software users' reluctance to commit to major new investments at a time of uncertainty about the effects of Europe's debt crisis.

"There's a lot of concern about what the immediate future holds, so this may just be customers putting off investments they want to make until they feel like they have a better handle on what the future looks like," Goodman said.

    MIXED SIGNALS

U.S. companies have been sending mixed signals about their spending plans for 2012. A survey released last week by the Business Roundtable found that 16 percent of CEOs of large U.S. companies planned to cut their capital spending over the next six months, up from 13 percent who planned to cut in the third quarter.

But other data released on Wednesday by the Equipment Leasing and Finance Association showed U.S. businesses signed up for $6.2 billion in loans, leases and lines of credit to fund capital expenditures in November, a 38 percent increase from the month a year ago.

Oracle's stock fell $4.01 to $25.15, the lowest point since August, making it the sixth-biggest decliner on the Nasdaq early Wednesday afternoon.

Other big decliners in the sector including VMWare, down 11.3 percent to $75.65 in the steepest drop on the New York Stock Exchange; NetSuite, down 8.7 percent to $41.06; and SAP , whose U.S. listed-shares were down 7.6 percent at $51.41. The Standard & Poor's software and services industry group index fell 4 percent.

Emerson shares fell 6.3 percent to $46.54.

Emerson said that orders for network power equipment - including uninterruptible power supplies and cooling systems for data centers - fell by 5 to 10 percent in the three months ended November 30, citing factors including an uncertain economic outlook.

"Overall, we have seen in the last 60 days ... a significant weakness in this whole electronics space," said Emerson Chief Executive David Farr. "I don't see that changing for the time being."

    NEW BUSINESS SLOWING DOWN

"We have seen a dramatic deceleration in new business for Salesforce.com and slowing growth from Red Hat recently," J.P. Morgan Securities wrote in a note. "This may be just the beginning of a long list of IT companies that struggle over the next quarter or more."

BofA Merrill Lynch, however, said Oracle was well positioned for the longer term.

"The acquisition of Sun places Oracle as a datacenter player, providing a complete integrated stack of hardware and software," the brokerage wrote in a research note.

"We expect Oracle to gain incremental revenue and cost synergies from the acquisition, resulting in higher EPS potential longer term."

Investors are watching Oracle's hardware division, which it added in 2010 with the acquisition of Sun Microsystems. Second-quarter hardware systems product revenue fell to $953 million, missing the $1.06 billion expected by analysts polled by StreetAccount.

Concrete rules for investing on Wall Street

Buying and selling stocks should be a rules-based process that isn't based solely on gut instinct

Last week Barry and I were thrilled to have the chance to host?James O?Shaughnessy, legendary equity portfolio manager and a quant before there even was such a thing, up at Fusion HQ.

Skip to next paragraph Joshua M. Brown

Joshua has been managing money for high net worth clients, charitable foundations, corporations and retirement plans for more than a decade.

    Recent posts

James is out with the fourth edition of his classic What Works on Wall Street, a book that both Barry and I frequently reference and go back to.? The book is here at Amazon, if you don't already have a copy, this is your chance to own the updated version.

In the meantime, James did a column for MarketWatch today in which he lays out some of his most important metrics to find winners in the market.? Check this out:

With this new research, we have refined the way that we measure characteristics in a way that boosts returns. We found that an updated combination of value and momentum strategies ? a tactic we call ?Trending Value? ? is the best performing strategy since 1963.

Its annualized return of 20.58% through Sept. 30 crushes the All Stocks benchmark (an equally weighted benchmark of stocks with an inflation adjusted market cap great than $200 million), which has a return of 10.71%. Plus, the Trending Value approach achieves its return with a volatility of 17.69%, lower than the benchmark?s 18.26%.

The strategy makes use of one of the main innovations from the book: the use of a composite value factor. In the original publication, we identified price-to-sales as the most effective value factor. In this latest edition of the book, we have learned that a composite that combines several different value factors delivers stronger returns and more consistency than any individual factor.

By spreading our bets and ensuring that a stock is cheap in a variety of ways, we believe we can identify better stocks. One version of the composite value factor combines the following measures of value:

    ? Price-to-Sales

    ? Price-to-Earnings

    ? Price-to-Book

    ? Price-to-Cash Flow

    ? EBITDA/Enterprise Value

? Shareholder yield (dividend yield + rate of share repurchases)

Each stock in the universe gets a score of 1 to 100 for each of these factors. The final value score is an average of these scores. The Trending Value portfolio narrows the investable universe to the 10% of stocks with the best score based on the value composite, and then selects a concentrated portfolio of 25 stocks based on trailing six-month momentum.

James is admirable to Barry and I in that his process is repeatable.? There are no gut instincts involved and every buy or sell is rules-based, which is the way we prefer our money managers to function.? O'Shaughnessy's stock picking is also completely divorced from the shenanigans that suck so many sell-side analysts in.? He hasn't listened to a quarterly conference call in a decade, he also sells at the first hint of trouble - late filings and earnings restatements are automatics 86's from his portfolios.

Check out his column for more on his Trending Value concept...

As US troops leave Iraq, some ask: Was the war worth it? (The Christian Science Monitor)

Baghdad ? As the American war in Iraq comes to an end, some troops find themselves grappling with a question that has dogged them through multiple deployments: Was the sacrifice worth the price that US forces paid here?

?I?ve had people come to me, ?Why were we there? What did we do? Why did 4,000 die in Iraq? Why did I lose my friend?? ? says Lt. Col. Mark Rowan, an Air Force chaplain who has served 12 deployments and who has counseled troops returning from Iraq. ?We don?t really know the answer to that yet.?

Commanders say it?s a question that they can?t readily answer, either. ?My opinion about sacrifice is that it?s a very personal thing,? says Maj. Gen. Russell Handy, the senior US Air Force officer in Iraq. To pronounce whether the war was ?worth it,? he says, would mean ?putting words in the mouths of family members? who continue to mourn for loved ones.

    IN PICTURES: Leaving Iraq

Beyond those directly connected with the war, few Americans will ever understand the scale of loss for the US military, many here also believe.

It?s ?almost impossible for the American people to comprehend the level of sacrifice? that US troops have made in this war, says Handy.

Defense Secretary Leon Panetta, flying into Baghdad for the official ?close of mission? ceremony Thursday, addressed the troops, as well as the question that many silently ask themselves.

?To be sure, the cost was high,? he said. But ?those lives were not lost in vain: They gave birth to an independent, free, and sovereign Iraq.?

US forces who have been working with their Iraqi counterparts up until their last hours here wrestle with whether America did indeed accomplish what it set out to do.

They wonder, too, whether the answer to the war's worthiness hinges on another question ??? the question of, say, whether America won the war.

?We came to give them a democracy,? says Staff Sgt. Donald Rice of the 447th Expeditionary Security Forces Squadron. ?We gave them a chance at democracy. Was 4,400 lives worth the cost of giving them the chance at democracy?? he wonders.

?I?m not going to judge personal sacrifice,? says Handy, ?but I can tell you it?s tremendously important for this country to be stable.? Iraq today has a ?democratically elected and inclusive government,? he adds, and there remains hope for ?what that might mean to the region,? as the Arab Spring enters the winter season.

Rowan, the chaplain, says he has fielded agonized questions from troops, particularly among those who have experienced the heartbreak of losing their comrades.

He recalls presiding at the moment of death of a soldier, a married father of three who was shot while out on a 2009 patrol in northern Iraq.

?I stayed with him and held his hand,? Rowan says, ?and did all the last rites before he passed.?

When his fellow soldiers learned that he had died, ?they exploded and threw their helmets down.?

They wondered, too, whether the war was worth this ??? the loss they witnessed again and again.

Rowan says that sometimes it helps to turn the question around: ?I ask them, 'What do you think you accomplished there? For the Air Force, or outside the base, maybe you were part of a team that got terrorists out of a town. Were people able to live free again?' ?

The point, he says, is to focus on, ?What good did you do there.? For America, for the politicians, he tells them, ?History will decide the rest.?
