The AOSP has been tagged as 4.2.1 r1.2, and the small change log lists a few interesting bug fixes. Version JOP40G will have some power management fixes as well as a tweak to the way an EXT4 partition handles file creation. These fixes are not device specific, so they will affect the Nexus 10, Nexus 7, and Nexus 4. We imagine the Galaxy Nexus will also see the benefits of this build.

In a nutshell -- some folks had issues where their device would shut off when removed from the charger, and these changes should address those. No word on when to expect an update, or if one is planned for this tag. There's plenty of bugs to squash in 4.2.1, and like we have seen with every other build of AOSP these things take a little time -- often longer than we would like. Maybe OEMs holding off and not delivering the bleeding edge for their phones isn't such a bad idea, right?

Syrian opposition leader to meet Iran Foreign Minister: diplomatic source

MUNICH (Reuters) - The head of the Syrian opposition Moaz Alkhatib will meet Iranian Foreign Minister Ali Akbar Salehi on Saturday on the sidelines of a security conference in Munich, a diplomatic source told Reuters.

"The talks about Syria are intensifying and the Iranians have been drawn in. Let's see how it all ends," the source said.

Earlier Alkhatib, president of the Syrian National Coalition, met Russian Foreign Minister Sergei Lavrov, who invited him to visit Moscow, a breakthrough in relations that could help pave the way for a solution to the Syrian crisis.

States changing electoral vote methods nothing new

States changing the method that they use to allocate their electoral votes is as old as the country. It is not, as Rachel Maddow suggested last December, like ?crossing a Rubicon that has never been crossed before.?

While Article II, Section 1 and the 12th Amendment describe the Electoral College?s structure and procedures, the Constitution leaves the selection method of the electors to the states (?Each State shall appoint, in such manner as the Legislature may direct?). As a result, it is perfectly legal for state politicians, such as Pennsylvania Senate Majority Leader Dominic Pileggi, to propose and enact changes in a state?s selection method.

In fact, in the early Republic, selection methods varied widely. Some states delegated the presidential decision to state legislatures who selected the electors. In others, electors were chosen by the voters in either their congressional district or on a statewide basis.

Prior to the 1800 election, six of the 16 states changed their method of selection to ensure the majority party?s preferred presidential candidate won the maximum electoral votes. Thomas Jefferson even wrote to Virginia governor James Monroe, asking him to pursue a legislative change: ?All agree that an election by districts would be best, if it could be general: but while ten States choose either by their legislatures or by a general ticket, it is folly and worse than folly for the other six not to do it.?

Since the 1830s, most states have used a popular vote method and a winner-take-all electoral vote allocation. Currently, Maine and Nebraska are the only states that allocate their electoral votes by congressional district, meaning that the statewide winner receives the state?s two at-large electoral votes and each congressional district winner receives an additional vote. In 2008, Barack Obama won the second congressional district in Nebraska, which resulted in the first modern-day electoral vote split: four votes for John McCain and one for Obama.

While Democrats are now accusing Republicans in Pennsylvania and other states (e.g., Virginia, Wisconsin, and Michigan) of ?rigging? the system and ?cheating,? it wasn?t all that long ago that the Democrats were considering similar electoral vote reforms.

In 2004, Democrats placed an initiative on the general election ballot in Colorado to change to a proportional allocation method. And during the congressional session that followed Al Gore?s 537-vote loss in 2000 in Florida, which led to all of that state?s 25 electoral votes being awarded to George W. Bush, three Democratic members of the U.S. House of Representatives (James Clyburn, Eliot Engel, and Bob Clement) introduced legislation to make the electoral votes in every state be awarded by the district method. Further, nearly half the states at the behest of Democrats considered altering their vote allocation method.

Simply put, parties are political and presidential elections are serious matters. No party likes losing a presidential election they believe they should have won. And every party will look for ways to tilt the game toward their favor in the next round.

Still, the present reform proposals are likely to go the way of the hundreds of others that have been considered since the 1960 election: nowhere. The one thing that will persist, however, is the unpopularity of the selection method among members of the losing party.

Royal couple surprises London Tube passengers

Commuters in London may have thought they had boarded the wrong train today when they saw who was sitting with them.

Traveling on the tube, London's subway, were none other than Prince Charles, the man next in line to the British throne, and his wife, Camilla, Duchess of Cornwall.

Charles and Camilla are usually driven around London privately, though Charles's son, Prince William, and his wife, Kate Middleton, have vowed to be more accessible, even doing their own grocery shopping.

The Prince of Wales and his wife only rode the train for a one-stop photo op to celebrate the London Underground's 150th anniversary.

Charles, 64, and Camilla, 65, spent a grand total of three minutes on the train, traveling on the Metropolitan line from Farringdon station to King's Cross, according to the UK's Telegraph. The trip was, according to British media, the first time the royals had traveled on the tube together and the first time Charles had been on the train since the 1970s, when he made another ceremonial appearance.

"Just one stop!" Charles said as they arrived at King's Cross, the UK's Guardian reported.

Despite their lack of experience, the pair managed to figure out how to swipe their "Oyster" fare cards in the turnstile to gain entrance, although they did have help in the form of a pre-loaded commemorative card.

Also helping Prince Charles and Camilla was a police escort keeping everyday passengers at bay, ensuring the royals each got a seat on the train for their short commute.

Flood waters recede in Mozambique

CHOKWE, Mozambique (AP) ? Flood waters have begun receding in Mozambique, and residents have started returning to the worst-hit city.

The United Nations Resident Coordinator for Mozambique, Jennifer Topping, visited the city of Chokwe on Wednesday to assess the needs. She says Mozambique will require help to get life back to normal.

The city of Chokwe was among the worst hit by flooding that displaced as many as 150,000 people. The U.N. says flood waters killed at least 38 people over the last several days.

The U.N. said this week at least $15 million would initially be needed in relief aid.
